As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag.

I'll also note that they disappear after making a few edits every year, and the fact they haven't edited in three years and disappeared again just after making the request, is really concerning. As a rough guideline, administrators usually require editors to have made at least 1,000 useful, non-botlike edits or a large amount of justified renaming requests at Commons before they will consider granting the filemover right.
I have been an editor in different projects for over 10 years now, have uploaded several files and am currently a autopatrolled user in Commons. Once in a while I ask for renames, mostly due to ambiguities or typos, and the right would be a time saver in this regard.
